Why does my series 7 watch not have a constant heart rate during my workouts or runs?

Is it a flaw in the watch that it doesn’t keep a consistent heart rate during my workouts including running? Even if I wear a heart rate monitor it loses connection

If your watch is in workout power saving mode this turns the heart monitor off during workouts.
