How to set up Downtime for my kids on the iPhone?

I have tried scheduling downtime for my kids but when I checked they can just got ignore. Also YouTube is not blocked even though it’s not on apps they have been allowed??

as for youtube they don't need a app, they can go to you tube with a browser
