That’s a true statement. You cannot connect 2 devices via Bluetooth, you can only use Bluetooth to audio and other similar devices. But you also don’t need to have a Bluetooth connection to exchange data between Apple devices; you can use Airdrop, or many other continuity features→Use Continuity to connect your Mac, iPhone, iPad, iPod touch, and Apple Watch - Apple Support
