Messages to non-Apple devices use SMS and MMS, both of which are supplied by the carrier and have nothing to do with your phone. If you have voice service (can make & receive phone calls) you should have SMS (aka “text” messages). Picture messages require MMS, which must be provisioned by your carrier separately.

Step 1: Go to Settings/Messages and look for a switch labeled “MMS” and turn it on.

Step 2: If you don’t see the switch, contact your carrier to enable it on your account.

Step 3: Make sure that Cellular data is turned on (Settings/Cellular) and turned on for Messages, because MMS can only use cellular data, it can’t use Wi-Fi.

You will also see a switch for SMS in Settings/Messages. SMS messages to non-iPhones will always work regardless of the position of this switch. What the switch does when enabled is send messages to iPhones using SMS rather than iMessage if the iMessage fails.
