How can I enable assistive touch on a phone after factory reset?

I have a phone were I have done a factory reset. I must press the home button to get further, but it is not working. How can I enable assistive touch? All guides are for when the install is finished and I can go into "settings".

The "Assistive touch" is not a replacement for Home button. If it was so then the requirement of Home button would never arise.

The name clearly states "Assistive"
