Update gone bad?

Since downloading the most recent update on my Ipad Pro 12.9, I was having issues with not being able to enter my passcode unless I did a reboot. it worked for a few days doing this, now I cannot enter my passcode or turn off the Ipad from the screen-despite rebooting at least 20 times today./ / what gives?

Given your description - and as a forced-restart does not resolve the issue - you might be best advised to seek assistance directly from from Apple Support.

You can contact the Support Team using the Get Support link at top-right of this page. Alternatively, if you have access to another device, you can initiate and manage your support cases using the excellent Apple Support App. If not already installed on your iPad, the App can be downloaded from the App Store:

You might also visit the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP) - where the technicians will be able to test and assess your iPad:
