Why is this that my iOS did not upgrade

iPhone 5c an outdated iPhone.
iOS 10.3.4 is the latest iOS version for iPhone 5c, can’t be update to a higher iOS.

Because 5c's don't support upgrade. First you have to change your phone. Take the iPhone 13 pro for example.
I can't Upgrade my iOS why?
