How do you do a full reset without a remote ?

See here how to do a restore externally through a computer: Restore your Apple TV - Apple Support. That part wouldn’t require a remote.
You will still need a functional physical remote to set it up again after that. (You can’t use the software remote until after setup and both devices are connected to the same home network.)
