Not if you use the instructions in the following: What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support
However, if you don't use those instructions and you manually delete items from the old iPad (e.g., manually delete photos in the Photos app) then it would also delete them from the new one if they are synced via iCloud.
Sorry, no. The 5GB free storage is linked to your Apple ID and is shared by all devices using that Apple ID.
