I know that in iOS you can press and hold the "skip to next track button"(⏩) to fast-forward within a song, but it appears to only work in certain songs that I have in my Apple Music Library. Is there a way I can fast-forward in all the songs I have in my library?

Are you streaming the tracks? If you try downloading a song, are you able to fast forward normally?
If the behavior only occurs with streaming tracks, try streaming from a different network to see whether there's any change.
If there's no change, try completing the troubleshooting steps outlined on the following page: If an app on your iPhone or iPad stops responding, closes unexpectedly, or won’t open

The action you're describing should be present on all tracks as a playback control per Play music on iPhone. Are you streaming music or playing a radio station when this fails? Are you able to isolate commonalities between the tracks that it works for? Additional information will increase the chances of receiving a helpful reply to your post.

Were you able to try downloading the song, since you mentioned you were streaming, and play it in Dolby Atmos and see if the controls work when it's stored on your device? If you haven't tried that, please do and let us know the results.
