Permanent does mean permanent.

From a backup you made and stored elsewhere prior to the deletion, or from copies that someone else might have of the images.

If iCloud Photos sync is disabled, also from a backup of your iPhone created prior to the deletion, by restoring that to your iPhone and reverting the entire contents to the backup, or restoring to a spare iPhone or iPad.
