Download Apple Music for Free

I bought the Apple Subscription thinking I could download music for free. It charges me every time. Am I doing something or just misinformed?

You can download/listen to music for free with a subscription. The only way I can think that you are being charged is if you are in the iTunes Store app, and not in the Apple Music app.
