my macbook settings wont open

I have a MacBook pro 13 and the system preferences/settings won't open, I've tried everything and it just refuses to open please help!!!!

Have you tried booting your Mac in safe mode to see if the problem persists?

If it goes away in safe mode it is caused by an external loaded app or process
