Cannot login after Monterey 12.5.1 install

My login is not accepted after install of the 12.5 Monterey update. I have reset password 2x, reset PRAM, started in different startup modes, run disk utilities etc to no avail. Message says that I am unable to login at this time. What can I do to get up and running again?

Mac mini, macOS 10.12
