my mac air is starting up and then is flashing a question mark. Booting in recovery mode only gets me a screen that lets me connect to internet

If your Mac starts up to a question mark - Apple Support describes what to do. Were you able to start that Mac in Recovery? You need to get to a screen with the Reinstall macOS option:

I see the question mark before the os starts up.
If the question mark appears only briefly and then the system continues to start normally, go to (Apple menu) > System Preferences... > Startup Disk and select the startup disk again.
