Apps on iPad can often use AirPlay streaming to bring content to an AirPlay-receiving device. That receiving device can be an Apple TV box, or an AirPlay-enabled smart TV, or an AirPlay-enabled third party streaming device.

AirPlay and the Apple TV app are two independent services. You do not necessarily need one to use the other.

The Apple TV app on the sending device supports AirPlay, but not other streaming protocols, e.g. Chromecast.

Not all services have chosen to bring AirPlay support. Some services have not made the needed provisions, or require a certain (modern) receiving device, or may right-out block AirPlay. Please be specific if you run into issues.
