If you are truly stuck then you can force quit a shutdown by holding the power button/TouchID for ~6-10 sec.

Reboot as normal and see where this leaves you—

how long has it been stuck? depending on your hardware, "15 minutes remaining" could actually be 30 minutes or even more. the "remaining" time is just an estimate.
