Obviously you can delete stuff and delete recently deleted album and folders.

If your storage is excessive System Other data eg more than 5GB, then you need to backup, reset to factory, then restore backup. The bogus system data is not backed up.

(3) Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
