No. You can update on a computer though use Ethernet. As for cellular, you may be able to do so though use of 5G, if permitted by your Carrier. You might want to be a bit careful about using cellular, as lots of data would be consumed --so be cautious of that, if you don't have unlimited data. Lear More here: Back up iPhone - Apple Support
