Is it possible to loop a playlist on the youtube app in the apple TV?

That doesn’t seem to be supported in the current version of the YouTube app on Apple TV.

How to contact an app developer - Apple Support

You can however AirPlay from the YouTube app on e.g. iPhone, which allows looping of private playlists (kind-of hidden behind the Shuffle option).
