I am unable to merge calls on my new iPhone 13 Pro Max and this is inconvenient. Had I known this was going to be an issue I would have not purchased it. Is anyone else having this issue?

First and foremost your cellular data provider needs to support that feature, and if so your line needs to be provisioned to do so,. Not an Apple or iphone issue.
