Opening an app/program on iMac prompts me to like open a file first?

I just got a new iMac M1 running 12.5.1 Monterey. But I cant figure out what setting is causing this.

Every application I open (be it Pages, Numbers, Quicktime...anything) opens up with like a prompt page like it wants me to open or find an existing file first...rather than just taking me to the normal start-up page of the app. How do I fix this?

This is an example from Pages. I open the app and this pops up first. I can then hit that New Document button or cancel and it takes me to the normal app page. How can I stop this?

What do I have selected that is doing this? This happens with every single app I open.

Uncheck the apps in System Preferences > Apple ID > iCloud > iCloud Drive: Options…
