I can’t delete an app holding it I am wondering how I can delete it otherwise I tried settings it unfortunately doesn’t work

Please check: Settings - Screen Time - Content & Privacy Restrictions - iTunes & App Store Purchases - Deleting Apps = Allow.

Also note that not all apps can be deleted. Some native apps which are baked into iOS cannot be deleted.
