And any app that has a configuration profile needs an additional step when deleting→How to delete an app that has a configuration profile on your iPhone, iPad, or iPod touch - Apple Support
But other than those cases, just hold your finger on an app until they wriggle, then tap the “x” on the app icon. If you don’t see an “x”, and If you have Screen Time enabled, go to Settings/Screen Time/Content & Privacy Restrictions/iTunes & App Store Purchases and change Deleting Apps to Allow.
Then try deleting the app again.
