As an addendum to muguy's post, Apple Cash is not available outside the United States.
To refer to your question about Apple Pay on a child's device - it is not available for children under 13, as noted in the footnotes of Set up Apple Pay: If you're less than 13 years old, Apple Pay isn't available and you can't add a card in the Wallet app. Age varies by country or region.
