The large negative error code indicates some sort of network issue. It is usually better to attempt Internet Recovery Mode (Command + Option + R) while the laptop is connected directly to the router with an Ethernet cable and an Apple Thunderbolt to Gigabit Ethernet Adapter for a faster more reliable connection which bypasses difficult to troubleshoot WiFi issues.

You can also try power cycling your modem & router making sure to wait at least five minutes for them to finish booting.

If this laptop still boots or if you have access to another Qualifying Mac, then you can create a bootable macOS USB installer using the instructions in this Apple article:

It may also help to know what problems you had with this laptop before attempting to upgrade or reinstall macOS as those issues may also be contributing to your current issues to upgrade/reinstall macOS. Did macOS Monterey install at all or did the upgrade fail...if so what happened and what was the exact error message? If your laptop is still able to boot into macOS on the internal SSD, then run EtreCheck and post the report here using the "Additional Text" icon which looks like a piece of paper.
