Enable Camera + Photos ON/OFF options not showing up in iPhone settings for certain apps

When I try to enable photos access on Instagram, the Instagram settings under iPhone settings does not show either the Camera nor Photos ON/OFF options. The same applies for other app settings Camera + Photos options, which are similarly not showing up. Additionally, some app icons are missing above their app names on the home screen. I'm not sure if this is a random glitch or a storage issue causing a glitch, but I would really appreciate any help. Thanks in advance!
