Does the SOS watch app require cellular service in order to notify EMS of a medical emergency?

Actually my watch (supposedly) has cellular service and while it recognized my fall, it did not contact EMS when my response indicated help was needed. It went into a 'do-loop'- repeating the fall detection screen. There is no way to confirm it will work (or in fact that it ever did- i.e. contact EMS) if needed in the future. This is most upsetting recognizing that the 'EMS call feature' was the sole reason for the added expense of cell service for my watch.
