I just bought a 24" iMac and migrated all my old iMac's contents along with IPhoto which included over 40,000 pictures. How do I get to see the photos on Photos on the new iMac? I have a Welcome to Photos page which talks abut iCloud but I don't want to put all of these photos on iCloud.

Are you able to keep going beyond the Welcome page until you can dismiss it or it goes away? If so do that, then quit Photos and start it again while holding down the option key.

Another option is to double click on the iPhoto Library and it will open by Photos and converted.
Hold down the option key while opening the Photos app and it will give you the option to select your iPhotos library. It will open and convert it for Photos.
