not able to add card

Welcome to the Apple Community.

We are all Apple users, like yourself, and would like to help you add that card.

You might need to check you are in a country, and with a bank, that supports Apple Pay:

Countries and regions that support Apple Pay – Apple Support

Then:

Adding credit / debit cards, is a little different from where you were trying *store cards etc.), in your screen shot.

says:

Add a new card on your iPhone

1. 1. In the Wallet app, tap the Add button .
   2. Tap Debit or Credit Card.
   3. Tap Continue.
   4. Follow the steps on the screen to add a new card. If prompted, choose your bank or card issuer from the list or find them using the search bar.
   5. Verify your information with your bank or card issuer. They may ask you to provide additional information or to download an app before approving your card for use with Apple Pay.

That was surprising.

Seems Apple Pay requires installing the newest iOS version, and that you have Face ID working on your iPhone..
