Is it possibile to update Apple Watch SE to WatchOS 9 with iPhone 7 (which does not support iOS 16)?

Will I be able to update my Apple Watch SE to WatchOS 9 if my iPhone does not support latest major release of iOS?

No WatchOS9 requires the phone to be running ios16.
