WhatsApp not working on safari
I updated the iPad software but it still tells me that I need to update safari to use WhatsApp for example. What can I do to fix this?

To update Safari, update iOS. To learn how to do that, read Update your iPhone or iPad - Apple Support.
There are reports "Whats App Web" is not compatible with recent Safari versions. Only its developer can fix that: Contact a third-party vendor - Apple Support.
