How do I pull pictures from photos over into iMovie?

The recommended way is to access the Photos app library from the Photos item in the iMovie project sidebar. For this to work, the Photos app library must be designated as the system photos library in the Photos app General preferences. If "use as system photos library" in the preference box is grayed out, that means that the library already is designated as the system photos library.
Another way is to do a File/Export/Photo from the Photos app to your desktop and then drag the photo from the desktop into the timeline of an iMovie project or into an Event. You also can drag the photo directly from the Photos app to your desktop, or possibly drag from the Photos app directly into iMovie.
