iPad mini activation lock glitch?

So we removed the iPad mini from FindMy and from Devices in iCloud but after restoring it and rebooting the iPad is still asking for the old credentials. It also is saying that the password is incorrect each time we enter it. We have updated the password and restore/updated the iPad using Mac. Help!
