Why i cant sign in

Problem for sign in of my apple id and also cant communicate from iClouds

iPhone X, iOS 13

cant sign in to my icloud when logging in to icloud either with ipad or on computer it says "could not sign it. There was an error connecting to iCloud". Internet connection is fine, can sign in to other accounts. Not sure why I cant sign in here
