VoiceMail is a Carrier Specific feature. Contact your Carrier (Cellular Service Provider), the agency that issued the SIM / eSIM to you.
No worries. I went through the same nonsense when coming from droids and it is particularly annoying to tap on a missed call notification from a scammer and initiate a call, because successful call back to a premium number can cost you big money.
Go to:
Settings -> Face ID & Passcode. Find Return missed calls and disable.
Alternatively, you can turn off missed call notifications on the Lock screen. Go to:
Settings -> Notifications. Find Phone, tap, and remove checkmark from Lock Screen
