I’m trying to change the photo on my Home Screen, not my Lock Screen?

Assuming your iPhone is running iOS 16, Lock Screens and Home Screens are tied together. When you setup a lock screen you will get a chance to set up a wallpaper for the Home Screen.

If you go to Settings->Wallpaper, you can tap on Custromize under the Home Screen image to change the wallpaper for the Home Screen.
