I can’t update iOS 16

You need about 4 GB device storage and good Service & Wi-Fi.

If they are On, turn Off Hotspot & VPN.

Charge the battery > 70%.

Check your Wi-fi connection. It seems there's an issue with it and the iPhone cannot download the update.

Also, make sure you have at least 50% battery charge or the iPhone is connected to power.
