Dictation function stopped after IOS update

The Dictation function stopped working on my iPhone 11 Pro after I updated to IOS 16...? I tried to reinstall this update using Recovery mode but hat did not solve it?

There is no "re-installation" of an iOS update that I know of --> Use Dictation on your iPhone, iPad, or iPod touch
