The iPhone 12 Pro Max has Screen OFF because its screen turns OFF completely.

The iPhone 14 Pro Max has Screen IDLE because it has an Always ON screen which continues to display a low resolution Lock Screen when idle.

So Yes, there is a difference between the two iPhone models.

I have an iPhone 13 Pro Max and an iPhone 14 Pro Max in the same household. I can confirm that the iPhone 13 Pro Max states "Screen OFF" while the iPhone 14 Pro Max states "Screen IDLE". Yes, the iPhone 14 Pro Max had Always ON mode set to OFF as well.

The moral of this experiment is that the Screen OFF and IDLE are different based on the iPhone model regardless of whether Always ON is set to ON or OFF.
