Would this be a problem receiving email to the Outlook App - or a more general issue sending/receiving email using your Outlook email account using the native Apple Mail App? Something else?

If using the native Mail App, be aware that Microsoft Outlook and Hotmail accounts now use App Specific Passwords to access IMAP or POP3 mailboxes.

The Mail App on each of your devices, such as your iPad, requires a unique password to be generated from within the Microsoft account. To do so, you’ll need to sign-in to your Microsoft account from a we-browser. Note that the system generated App Specific password will intentionally differ from your Microsoft account password - and can only be used to access your Microsoft mail.

Use a New App Password:

Do you use an App Password? If so, try a new App Password. Sometimes, changes (i.e. updates) are made to the device, and then mail server syncing becomes an issue (which is what a new App Password it intended to fix). So, go here for gmailSign in with App Passwords - Google Account Help - Google
