I tried both methods: 1. remote volume up/down keys and 2. long pressing the home key and tap airplay to bring up scrollbars - it doesn’t work it didn’t do anything. Please fix this problem since tvOS13.
Try restarting your Apple TV from settings first. The HomePods can be operated by the Siri remote if they’re assigned to the same room as the Apple TV

When I use AirPods2, the volume control on the remote works fine. My workaround solution on the homepod mini is to say Hey Siri turn up/down volume or get up press the +/- keys on HomePod Mini.
I restarted AppleTV and also removed my Alexa speakers. Probably hardware conflicts with Alexa. It works fine now. The volume buttons on my remote control is fixed. Thank you for helping me.
