why can’t I backed up with my own data on my phone without someone to on WiFi for me?

Note: On models that support 5G, your carrier may give you the option to back up iPhone using your cellular network. Go to Settings > [your name] > iCloud > iCloud Backup, then turn on or off Backup Over Cellular.
For the first question:
You cannot view the contents of an iCloud Backup; you can only use the backup to setup or restore a device.
You can view data synced with iCloud by using an internet browser and going to www.icloud.com
