Siri and Voice to Text not working

I'm having this same issue. I recently updated my phone to iOS 16. Siri and dictation were working for a couple weeks after updating but in the last few days, Siri will hear me (I know because the Siri visualizer moves when I speak), but not actually perform the action I ask. For instance, when I say "Play Music", Siri hears me, replies "One Moment" then hangs until I cancel out. It's as if Siri and voice-to-text can't make contact with the service that parses speech but can collect the speech input. Does anybody know how to resolve this issue?
