I can call out but no one can call in

If they are getting the voicemail message (and leaving one I presume), and when you go to the Phone app and look at recents and they aren't there that is going to be an issue with your cell service provider. Have them check the provisioning on your iPhone.

What happens on the other end when they try to call you?
