Im still confused.

If I want to KEEP ALL photos' in my iCloud BUT I want to delete them off my iPhone 11, will they remain in iCloud ? . I did these steps.... Get started with iCloud Photos: Tap Settings > [your name] > iCloud > Photos. Turn on iCloud Photos. Select Optimize iPhone Storage to save space on your device. So does that mean that tomorrow after the backup tonight everything I deleted off my iPhone will STILL BE IN my iCloud ???

No, iCloud is a syncing service, not storage. If you select Optimized Storage, it will keep the original quality photos in your iCloud and put a compressed, lower quality, smaller file size photo on your phone. If you delete that photo from your phone, it will delete the original photo from your iCloud.
