is it possible to purchase a second iPhone with no phone number or data plan and use it just for its camera? or can the second iPhone be added to my current plan perhaps just for the iCloud/content transfers? any tips/advice/personal experience would be appreciated.

Yes, you can. Don't insert any SIM or don't activate any eSIM.
