It says my ITunes and App Store privileges have been disabled

My phone has been hacked for nearly three years. I have bought 10 phones during that time. Law enforcement won’t help. They say they know nothing about computers and that Apple will have to provide proof. I have gone as far as I can with Apple. They acknowledge it is hacked but can’t provide the proof I need which would mean actually looking at who is logging into my phone (!). Now, a new one. My ability to use the App Store and ITune has been disabled . Anyone have any ideas re: how to fix this?

If you see a message that says "Your account has been disabled in the App Store and iTunes," contact Apple Support for help.
