Certain applications like WhatsApp Instagram.. do not work with mobile data. They only work with wifi on. This makes using my phone without WiFi difficult

Base off your screenshot, you have cellular data turned off for both those apps.
Turn it on and see what happens.

Certain iPhone apps only work on wifi and not cellular data.
