Wifi in ios 16.1
On my iPhone 12 pro, when I upgraded to ios 16.1, there are problems with connecting to Wi-Fi. When I connect to the network after a few seconds, it disconnects and reconnects again, how can I fix it?

Switching off the Location Services for the Networking & Wireless solved the problem to me.
Settings > Privacy > Location Services > System Services.
Then turn off the Networking & Wireless (or mb Wi-Fi Networking).

Next Time you Install an Update...
Back Up First:
Take this as a learning experience, king to always create a backup, prior to installing this update? That way you can have something to, restore your iPhone from should anything go working afterwards.

"Whereat this is great advice I am lost as to the relevance to the O0’s problem. They cannot restore to previous state (iOS) from a backup“

Mistype:
Should have ended with: should anything go wrong after an unsuccessful attempt.
Whereas this is great advice I am lost as to the relevance to the OP's problem. They cannot restore to. previous state (iOS15) from a backup
In response to LD150, I followed the instructions to disconnect Norton VPN and it fixed the problem with the unstable Wifi, but I need VPN. What do I do now?
Why? do you live in Russia?
